Why do you have to "put your two cents in"... but it's only a "penny for your thoughts"?

Because after you "put your two cents in",,,,, they charge you a  "penny for your thoughts"  the  IRS has to make money some way. LMAO  :o  :o  :o

HELP ::), it's getting late here (22:00h) and my mind dazzles  :o due reading al this,
but you're all so funny ;D that my stomach hurts :'(  and my bladder almost burst. 8)

so let me add an question:
why (in the past) were potholes in the road bad, and are speed bumps good?
they both result in the same average speed, only the cost to make them are different...  :-\
