I picked up a used Excalibur EX-21, which is working well so far.
However, the upper arm keeps dropping. There is no tension in the adjustment knob to speak of, so having it vibrate and allowing the upper arm to lower over time seems likely.
Is this a common issue?
Is there a way to old the upper arm in place, once you have it ajusted?

Dont know the year model of yours but on the left side of upper arm at back you may see an adjustment screw ( mine is a 2011 model and has it) Take a wrench and turn the screw just maybe a quarter turn at a time until you find the arm is getting stiffer. I had mine at one time to stay up until i made a blade change but did not feel comfortable with it so backed back down. Also, I believe you can go to youtube and find instructions on adjusting the upper arm. Hope this helps. You will have to keep the round knob at the rear top adjusted over a period of time because the vibration will bring it down. Before I begin each day, I check the level of my upper arm by measuring the distance from the table to the bottom of the arm and that should be approximately 2 3/4" back and front.
