Quick question. Do you cut on the outside of the letters or cut the letters out?

Hi, Hoondog,
You cut the letters out on the outside and then over-lay them onto the backer.
My apologies to Marcel that I have not yet cut this pattern.
I have not cut anything for several months due to health issues and a lack of
ambition but, I promise that I will cut this and post a picture when I do so.

Spirithorse is right.
two layers, one you cut out all the words (will remain one piece)
and a backer where I glue it on.
