Title: Does anyone know what this is and what it is used for?

Assembled from 2 pieces of 3/4 in. 3 inch square pieces of pine. 
Do you know what it is and what it is used for?

perhaps a jig to drill holes in round tubes/pipes on a drill press ??

I agree with Jim (rrjwright) that it could be used as an inexpensive v-block.

Jim is correct it is a way to enable you to drill straight holes in dowel rods using a drill press.

I made  a similar tool using a short length (12") of 2 x 4  and tilting my table saw blade to 45 degrees and lowering the blade to 3/4". I set the fence for the appropriate distance and cut a groove down the center by ripping first one way and then the other to form a "V". Works great and I have enough edge space to use a clamp or two on the drill press table if needed.

What we need now is one to drill down the centre of a dowel to make a tube.
