Title: what should i do ?

i am totally new to scroll sawing, and recently purchased my first saw.
a scheppach SD1600F. upon firing it up for the first time, i noticed a definite "surging" is the only way i can describe it of the motor if it was a car i would have said the clutch is slipping .
on full speed it disappears but anything lower it happens
i purchased it through e bay,but am not sure if it will settle down or if i should be doing something about it also it doesnt seem to be going as fast as the one in the you tube video

Steve, I don't know anything about your saw but it doesn't seem right that the speed would surge.  It could slow down if you force the cut but if you are cutting smoothly, the speed should stay constant.

Can you call the manufacturer to get some insight into the problem?  If not, I'd return it as it will not likely get better but someone else might have a suggestion.
