i don't of any free software of hand but most software that comes with digital cameras should work. i use iPhoto Plus 4 and Ulead Photo Express 3.0 SE. these are too old programs i got years ago that came with my old PC when i bought it. those are easy to use for resizing.

I use Photoscape, it is a free photo editor and you can resize with. There are other free photo editors on the internet you can down load and use for free.

on an apple computer you can open up the picture in "preview" by double clicking it. then go to "tools" at the top and on the drop down menu there should be a button saying adjust size. good luck!

I second "IrfanVeiw" and you can do so much more with it.

I use PAINT. Your computer probably already has it.

If you can scan the photo just copy/paste it into a word processor ( Like Ms Word or Wordperfect) and drag the handles to resize.

I use PIXresizer

It is neat as it will do individual files and it will work on a whole directory at a time. Handy when you capture large on a DSLR.
