Land of the Free "Update Question"

Pattern is from a book. "WILDLIFE realistic 3-D scrollsaw art". All in 1/8" BB. Thanks for looking.

Question.....
After I cut all the pieces, I stain/oiled them, then spray laquer. Then when I went to assemble/glue I had a hard time getting pieces to stick. I tried tacky glue, super glue and then Titebond seemed to work best.
Is there a better glue for this, or should I have waited and spray laquered after assembly?
